"An FBI investigation was conducted to identify the leaders and to determine policy of this group of youth gangs who operated in the Harlem area of New York City during the years 1965 - 1967. The name Five Percenters meant, five percent of muslims who smoke and drink. This group of teenage street gangs was without an overall organization setup or a meeting place. They were influenced by the teaching of the leader of the Nation of Islam, Elijah Muhammed.
